Project summary: The main aim of the project is to further expand the system for legal aid provision to encompass more citizens with vulnerable background as well as to strengthen the state’s role in reaction to domestic and gender-based violence while exercising its duties to ensure equal and fair access to justice and legal aid to people whose fundamental human rights have been violated.

The project specific objectives include:

  • Ease the access to justice and legal aid of 250 members of the target group including victims of domestic andgender-based violence, children and ethnic minorities and/or living in distant and geographically isolated areas through the creation of mobile legal aid units in Stara Zagora, Veliko Tarnovo and Varna;
  • Establishment of pilot coordination mechanism at local level in the area of domestic and gender-based violenceincluding representatives of municipal, MoI, MLSP structires, court and Bar in Stara Zagora, Veliko Tarnovo and Varna;
  • Improving the coordination between the separate administrative units at local level in supporting victims ofdomestic and gender-based violence;
  • Capacity building for 300 lawyers, inscribed into the National Legal Aid Register to improve their knowledge on the topics of prevention of discrimination, combating stereotypes and prejudices, domestic and gender-based violence; 5. Strengthening the bilateral relations with Norway through exchange of experience and conducting 2 study visits in the area od domestic and gender-based violence;
  • Awareness raising of the general public with regards access to legal aid and empowering vulnerable groups in particular victims of domestic and gender-based violence to protect their rights through legal aid;
  • 250 members of vulnerable groups receiving primary legal aid incl. victims of domestic and gender-based violence, children at risk and representatives of ethnic minorities• 250 domestic and gender-based violence cases reported altogether to court and police
  • Increased number of cases filed by members of vulnerable groups incl. victims of domestic and gender-based violence, children at risk and representatives of ethnic minorities
  • 300 lawyers trained on prevention of discrimination, combating stereotypes and prejudices and supporting victims of domestic and gender-based violence
  • 300 lawyers trained on JUSTROM (CoE and EC DG Justice) methodology
  • Creation of 7 legal aid mobile units reaching out to small and remote localities
  • Newly created coordination mechanisms for protection of victims of domestic and gender-based violence incl. staff at the MoI, MLSP, municipalities, court and Bar
  • 3 created jobs within the pilot centers for consultation of victims of domestic and gender-based violence within each of the three pilot Bars
  • 5000 unique visitors to the NLAB website and online publications/posts raising awareness among citizens about the existence, scope and services of the NLAB
  • 500 pupils, students, teachers and educators informed during info sessions/presentations in the three pilot districts
  • 10,000 printed and distributed legal aid brochures to new target groups
  • Improved access to primary legal aid for citizens with vulnerable background living under the poverty line
  • NLAB expands its activities and reaches out to new groups
