Project summary:
Demand for data differentiated by various vulnerability criteria (ethnicity, gender, disability, behavioral patterns, etc.) in the EU is increasing. Belonging to an ethnic minority (such as the Roma), people with disabilities, living in a remote area with economic decline, with a migrant background, is often associated with social vulnerability. In order to develop meaningful policies and implement them effectively, Member States need to know which risk groups are, why they are at risk and what are the quantitative parameters of the interventions that will respond to these risks. Goal: Development of innovative methods for data generation, necessary for formulating practical answers by policy makers and donors to address the challenges at regional and local level; testing and applying the identified data collection methods to be used in decision-making, planning of adequate social policies, development of targets for operational programs, as well as monitoring the implementation of the sustainable development goals; sharing experience with other countries in the region with similar social and economic development.
Specific objectives: To review existing approaches for identification of vulnerable groups; develop innovative methods and approaches for collecting data on hard-to-reach groups of the population and adapting the relevant indicators; conduct a special study to collect a wide range of disaggregated data on different types of vulnerabilities; social, demographic and economic characteristics of vulnerable groups; multidimensional and functional vulnerability; data processing and analysis: implementation of innovative methods for linking data from different sources to research data; calculation of the relevant indicators at national and regional level; calculation of the respective indicators at municipal level based on the census data in 2021; dissemination and promotion of the methods used, the application of the project results in the decision-making process related to the next programming period, as well as the determination of the program priorities of the international donors. Results: 1. Report – a comparative overview of the tools used in research aimed at hard-to-reach groups of the population, with an analysis of their specific objectives and policy context; Policy-oriented indicator framework – a list of indicators to fill existing data gaps; Guidelines for implementation of the instruments – list of criteria for identification of vulnerable groups of the population; 2. A tool developed for conducting a household survey; A sample prepared according to criteria appropriate for the purpose of the study; Various target groups trained; IT tool developed for data entry and processing; Survey conducted in the households; New approaches applied in the analysis of data based on data linking from different sources (population census, data from regular NSI surveys, data from administrative registers, etc.); Validated data set, analysis of distributions and cross tables prepared; Report on summary indicators at district level; 3. Strategic documents prepared; 4. Project website developed and press conferences held for presentation and promotion of the project and its results; translation of thematic reports.
