Project summary:

The main objective of the project is the effective implementation of the European Convention on Human Rights and the case law of the European Court of Human Rights, as well as achieving a culture of human rights protection and creating effective instruments for prevention of future violations.

The specific objectives of the project are as follows:

  • Actualization of the national framework on the effective implementation of the Judgments of the European Court of Human Rights;
  • Modernization of the learning environment for legal practitioners;
  • Training of legal practitioners on European Legal Concepts.

Expected results:

  • A complete analysis of the reasons for the ineffective execution of ECtHR judgments drafted
  • A proposal for the introduction of a national mechanism for the implementation of ECtHR judgments consulted with the Council on the Implementation of the Updated Strategy for Continuing the Reform in the Judiciary and Representatives of the National Assembly
  • A draft binding act introducing a mechanism for executing the judgments of the ECtHR submitted
  • Designated Contact points” as required by the mechanism and increased awareness and competence of national authorities on international human rights standards (approx.. 25 persons trained)
  • A complete analysis of the existing curricula and evaluation of the effectiveness of teaching Human Rights at Bulgarian University drafted
  • Guidelines on the introduction of Human Rights in the curriculum for training in the specialty “Law” completed
  • Training plan for horizontal and vertical teaching of Human Rights as a discipline in law training drafted
  • A complete review and evaluation of the implementation of the existing analyses and measures in relation to the housing conditions of the Roma and Analysis of proportionality in cases of eviction drafted;
  • A complete analysis of the effectiveness of the process of deinstitutionalization of social services for children with disabilities with specific recommendations for ensuring independent representation of children with disabilities before the institutions drafted;
  • A complete Action Plan for the implementation of the adopted measures on the basis of the Analyses, prepared and discussed with the responsible institutions;
  • Action Plans based on the findings and recommendations of the analyses drafted;
  • The European Court of Human Rights case law and the Council of Europe (over 200) will be translated and published;
  • A bulletin on the ECtHR’s case law and news on the latest developments in the area of human rights will be prepared and periodically published;
  • Human rights training materials will be selected and translated;

The Bulgarian Human Rights Portal will be further developed.
